On behalf of Rijkswaterstaat, Eneco is developing Windpark Maasvlakte 2 with 22 wind turbines on the sea defense of Maasvlakte 2. This will be the first project in the Netherlands with wind turbines in the tide line on a beach. BELEAF has been involved in the development of this project for more than three years. As tender manager, Pim supported Eneco win the tender that Rijkswaterstaat issued in 2019.

The permit process for Windpark Maasvlakte 2 dealt with complex themes such as ecology, external safety and recreation. The EIA process and the application for the permit was guided by Pim in the right direction. Due to extensive environmental management, the number of appeals to the Council of State has been limited to one and all permits (nature, environment and water) have become irrevocable.

Parallel to the permit process, Angelique took care of the tendering and contracting of the wind turbines for this project. After almost a year of tendering and contract negotiations, Eneco has selected Vestas to supply, build and maintain the wind turbines on Maasvlakte 2. Vestas has installed nine V117 4.3 MW wind turbines and 13 V162 6.0 MW before the end of 2022. These wind turbines are currently being tested and it is expected that the wind turbines will be finally delivered in the first quarter of 2023. During the realization and final phase, Angelique is responsible as a contract manager for the implementation of the contractual agreements. Finally, BELEAF supports the start of the operational phase of the project.

Because many development tracks ran in parallel, this project has developed within a very short timeframe. That makes it a unique and challenging process, which we want to bring to a success and finalization in 2023 together with colleagues from Eneco, RHDHV, Lighthouse projects and Windchain, among others. After this, we can rightly say that we have contributed to the realization of a next-gen wind farm at one of the best wind locations in the Netherlands.
